MINISTRY OF LOCAL GOVERNMENT APPROVES BURSARY UNDER SKILLS DEVELOPMENT FOR KANCHIBIYA CONSTITUENCY

I wish to inform the general public in Kanchibiya Constituency and the nation that Ministry of Local Government and Rural Development has approved sponsorship for 163 learners from Kanchibiya Constituency to pursue their studies in selected public TEVETA accredited tertiary institutions. The Ministry has also granted authority for the remainder of the funds to be channeled towards construction of additional classroom blocks. This follows our request to vary the balance towards the construction of boarding facilities to curb vices surrounding weekly boarders in the Constituency especially the girl child.

This development is unprecedented development and all beneficiaries are called upon to deligently apply themselves. I wish to commit that we shall publicize the performance of these learners at every stage.

This is in line with the Conclusions of the Committee on Skills at the 97th Session on the International Labour Confer- ence (Geneva, 9 June 2008) which noted as follows: “the problem of access to education and training is most acute in rural areas. In rural areas, the three goals are to expand infrastructure and availability of skills development, create more employment, while also improving the quality of education and training”.

Working with the respective stakeholders at Constituency, District, Provincial and National levels, we are determined to embark on putting together community profiles and baseline information, clearly identifying employment and income- earning opportunities and development needs and constraints. This is critical in us prioritizing the skills we invest in.

We are looking forward to start planning for 2023 in the last quarter of 2022 to allow us have a Constituency Budget in place by January 2023.

We are also certain that a number of teething problems with the devolution process will be adequately addressed as we progress into 2023 and beyond.

Kanchibiya Constituency will spend a total of K1,191, 390 (One Million, One hundred and Ninety One, Three Hundred and Ninety Kwacha) to support 163 learners in 2022. Against this background, Kanchibiya Constituency is resolved to have its own TEVETA accredited Trades School to allow for more beneficiaries and these funds are retained within the Constituency. With this development, stakeholders in Kanchibiya Constituency will continue.

Lastly I wish to thank the Ministry of Local Government and Rural Development for promptly attending to this particular request under the 2022 CDF allocation.
