The intention is to annul the Cyber Security and Cyber Crimes Act Number Two of 2021 and to divide it into two distinct legislative proposals.
Acting Chief Government Spokesperson, Elvis Nkandu, has articulated that the primary goals of the Cyber Security Bill, 2024, include the establishment of the Zambia Cyber Security Agency and the safeguarding of critical information and its infrastructure, among other objectives.
In contrast, the Cyber Crimes Bill, 2024, aims to criminalize unlawful activities associated with computer systems and information communication technologies, while also ensuring the protection of individuals from cyber-crimes and enhancing online safety for children.
Mr. Nkandu emphasized that the Cabinet has recognized the inadequacies of the existing legal framework, which fails to provide a robust security environment in cyberspace due to the absence of specialized institutions to manage cyber security, falling short of international standards.
This decision was reached during the 16th Cabinet Meeting convened at State House. Additionally, Mr. Nkandu announced that to bolster economic development, the Cabinet has sanctioned the designation of the region along the Kafue Flats, stretching from Kafue to Itezhi Tezhi districts, as a Beef Special Economic Zone.
This initiative aims to commercialize livestock production, thereby enhancing productivity among local farmers. He noted that cattle farming in the Kafue Flats has traditionally relied on age-old husbandry methods rather than modern management techniques.
The Cabinet is optimistic that the establishment of the Beef Special Economic Zone will lead to increased beef production, attract investments, and ultimately foster industrialization, contributing to economic growth, job creation, higher export revenues, and increased tax income.
