Nelly Mutti, the Speaker of the National Assembly, has issued a stern warning to Members of Parliament regarding their conduct and adherence to the established practices, etiquette, and decorum of the House. In her address during the opening of the Third Meeting of the 13th National Assembly, Mutti expressed her disappointment over the regrettable incidents and behavior displayed during the previous sitting, which resulted in the suspension of certain members. She emphasized the importance of upholding the dignity and decorum of the House and urged all members to strictly adhere to the rules and regulations governing parliamentary practice.
Mutti further urged the members of parliament to familiarize themselves with the provisions outlined in the National Assembly Standing Orders of 2024, which came into effect on April 1, 2024. By doing so, she believes that the members will have a better understanding of their responsibilities and obligations in maintaining the integrity and professionalism of the House.
Additionally, Mutti highlighted that one of the key highlights of the Third Meeting of the 13th National Assembly will be the presentation of the 2024 realigned National Budget by Finance Minister Situmbeko Musokotwane. This revised budget has been necessitated by the severe drought situation that President Hakainde Hichilema has declared as a National Disaster. As the Speaker, Mutti expressed her anticipation for this significant event, which will play a crucial role in addressing the financial implications of the ongoing drought crisis.
