ZPPA Launches Investigation into Energy Minister’s Alleged Fuel Procurement Scandal

The Zambia Public Procurement Authority (ZPPA) has announced that it will be conducting an investigation into allegations of a fuel procurement scandal involving Energy Minister Peter Kapala. Reports have surfaced claiming that Kapala cancelled a contract with Devon Oil Zambia Limited, which would have allowed for the importation of cheaper fuel, in favor of Agro-Fuel Investment. It is worth noting that Agro-Fuel Investment is currently under investigation by the Anti-Corruption Commission (ACC). The ZPPA aims to gather more information and determine the validity of these allegations.

The Anti-Corruption Commission (ACC) has already begun looking into the irregular award of a tender for the supply of diesel and the cleaning of Tazama Pipeline to Agro-Fuels by the Ministry of Energy. Additionally, the Oil Marketing Companies Association of Zambia has accused the ministry of engaging in economic sabotage through the single-sourcing of agro-fuel. The ZPPA’s investigation aims to uncover the truth behind these allegations and ensure transparency and accountability in the procurement process.

ZPPA Director General Idah Chella stated during a press conference in Lusaka that the authority is committed to addressing any issues that impact the nation and has the authority to initiate investigations upon receiving a complaint.

Mrs. Chella, a representative of the authority, has stated that they will thoroughly examine the matter and provide a detailed statement regarding their findings at a later time.

In the third quarter of 2023, ZPPA investigated a total of 13 procurement matters and also reviewed appeals from bidders who were dissatisfied with the outcomes of different procurement processes.
