In a significant cabinet reshuffle, President Hakainde Hichilema has terminated the appointments of two senior government officials and named seven new permanent secretaries and ambassadors, signalling a strategic shift in key ministries.
Terminations with Immediate Effect
The President, acting under Article 270 of the Zambian Constitution, removed:
- Ms. Lynn Habanji from her role as Commissioner of Lands (Ministry of Lands and Natural Resources).
- Engineer Himba Cheelo as Permanent Secretary for the Ministry of Fisheries and Livestock.
A statement from State House thanked the outgoing officials for their service and wished them success in their future pursuits. No reasons were given for their dismissals.
New Appointments
Under Articles 92(2) and 184(1) of the Constitution, President Hichilema announced the following appointments:
- Mr. Chibeleka Hilton Chibeleka – Permanent Secretary, Cabinet Office
- Ms. Beatrice Chilomo – Permanent Secretary, Ministry of Community Development and Social Services
- Mr. Alfred S. Sakwiya – Permanent Secretary, Management Development Division
- Mrs. Joma T. Simuyi – Permanent Secretary for Administration, Ministry of Health
- Dr. Max Choombe – Permanent Secretary, Ministry of Fisheries and Livestock (replacing Engineer Cheelo)
- Mrs. Stella Chanda Nyonda – Deputy Auditor General (Administration)
- Mr. George Kanyamula Zulu – Ambassador Plenipotentiary and Extraordinary
