Lusaka, 26 June 2025 — President Hakainde Hichilema has directed the Minister of Justice, Honourable Princess Kasune MP, to defer the legislative process on Bill No.7 of 2025 to allow for wider national consultations. The move highlights the government’s commitment to inclusive and participatory reforms, ensuring that the voices of Zambians are central to transformative legislation.
The decision follows extensive discussions with the Church, Church Mother Bodies, and over 30 civil society organisations during a meeting at State House on 24 June 2025. President Hichilema emphasised the importance of incorporating diverse perspectives into the bill’s review process. The Minister of Justice has now been tasked with collaborating closely with religious groups, civil society, and other stakeholders to refine the proposed amendments.
In a statement, the President reiterated his administration’s dedication to upholding democratic principles, including the independence of non-governmental organisations (NGOs). He confirmed plans to review the NGO Act and NGO Bill to protect the autonomy of civil society, describing it as a cornerstone of Zambia’s democracy.
“The government remains steadfast in pursuing reforms that reflect the aspirations of all Zambians,” the press release noted. By prioritising dialogue and inclusivity, the administration aims to shift the national conversation toward the substance of the proposed changes, ensuring they align with the nation’s developmental goals.
