Nairobi, Kenya – The Committee on Parastatal Bodies of the National Assembly of Zambia, led by its Chairperson Hon. Chitalu Chilufya, today paid a courtesy visit to Mr. Samuel Njoroge, the Clerk of Kenya’s National Assembly, as part of a benchmarking study tour on effective oversight of state corporations.

The meeting, held at Parliament Buildings in Nairobi, provided an opportunity for the Zambian delegation to study Kenya’s parliamentary procedures and governance frameworks for monitoring parastatals. Discussions centered on best practices in enhancing transparency, accountability, and operational efficiency in public sector institutions.

Dr. Chilufya emphasized the significance of the exchange:
“This benchmarking exercise is crucial for strengthening Zambia’s oversight mechanisms for parastatal organizations. Kenya’s experience offers valuable lessons that can inform our legislative approach.”

In his remarks, Mr. Njoroge welcomed the delegation and affirmed Kenya’s commitment to sharing knowledge with fellow African legislatures:
“We are honored to host our Zambian counterparts and share our parliamentary practices. Such collaborations are vital for improving governance across the continent.”

Key Areas of Focus

The study tour includes:

  • Reviewing Kenya’s legal framework for parastatal supervision
  • Examining tools for performance monitoring of state corporations
  • Exploring strategies to improve service delivery in public institutions

The Zambian delegation is expected to use the findings from the visit to enhance its oversight role and potentially recommend policy adjustments regarding Zambia’s parastatal sector.

The visit underscores the growing importance of peer learning among African parliaments in strengthening governance systems.
