Lusaka, 22nd April 2025 – In a move to enhance transparency and service delivery, the Parliamentary Committee on Parastatal Bodies, chaired by Hon. Dr. Chilalu Chilufya, today commenced a 10-day oversight tour of key state-owned enterprises across four provinces. The inspection aims to assess governance reforms, operational efficiency, and compliance with audit recommendations in critical sectors, particularly water services and pension management.
Focus on NWASCO and LASF Reforms
The Committee’s first stop was the National Water Supply and Sanitation Council (NWASCO), where members reviewed progress in implementing corrective measures following the 2020 Auditor General’s report. The audit had highlighted inefficiencies in water service delivery and financial management, prompting calls for urgent reforms.

Subsequently, the team visited the Local Authorities Superannuation Fund (LASF), which had previously faced governance challenges, including the absence of a functional board. The Committee noted that a new board has since been constituted, marking a step toward improved oversight in pension administration—a sector under growing public scrutiny.
Public Demand for Accountability
With citizens increasingly vocal about service deficiencies, the oversight tour seeks to reinforce parliamentary scrutiny of parastatals. “Accountability in public institutions is non-negotiable,” stated Hon. Dr. Chilufya. “Our role is to ensure that state-owned enterprises deliver value to Zambians and operate with utmost integrity.”
The Committee’s engagements will also provide a platform for stakeholders, including employees and service beneficiaries, to voice concerns directly to lawmakers.
Next Stops: Central, Luapula, and Copperbelt Provinces
As part of Parliament’s broader governance reform agenda, the Committee will extend its inspections to parastatals in Central, Luapula, and Copperbelt Provinces over the next week. Key areas of focus will include financial management, service delivery benchmarks, and adherence to corporate governance principles.
