LUSAKA, ZAMBIA – A deep dive into the 2023 Auditor General’s Report on the Constituency Development Fund (CDF) has sparked crucial discussions on economic governance and accountability. Mr Emmanuel Zulu, Economic Governance Lead, presented an analytical study on the findings during a Capacity Enhancement Workshop for the Committee on Local Government Accounts in Lusaka.
The workshop, which attracted key stakeholders, provided a platform for a critical review of the financial year ended 31 December 2023, focusing on disbursements, expenditure gaps, and accountability measures within the CDF framework.

🔍 Financial Discrepancies: The report exposed inconsistencies in fund allocation, with some constituencies failing to meet implementation timelines.
📌 Project Delays & Underutilisation: Several funded projects remained incomplete due to procurement inefficiencies and bureaucratic hurdles.

Mr Zulu emphasised the need for enhanced oversight, improved monitoring mechanisms, and a transparent procurement system to ensure funds serve intended developmental purposes.
