Upon his arrival in Egypt, President Hakainde Hichilema wasted no time in immersing himself in one of the country’s most ambitious infrastructure projects – the newly constructed Administrative Capital for Urban Development.
The massive project, which boasts government offices, state-of-the-art residential housing units, and modern commercial centres, stands as a testament to Egypt’s commitment to urban transformation. However, what impressed the Zambian delegation the most was the financing model – a project of such scale developed entirely by the private sector without drawing from government coffers.
Private Sector-Led Development: Zambia’s Vision
President Hichilema hailed Egypt’s approach as a model that aligns perfectly with Zambia’s Public-Private Partnership (PPP) strategy, which prioritises private sector-driven investments in capital projects.
“It was gratifying to learn that such gigantic and iconic infrastructure has been developed by private sector players, without any funding from the government treasury,” President Hichilema remarked.
With Zambia aggressively pursuing infrastructure development under the PPP arrangement, the focus is clear: reserve government funds for critical social services such as healthcare and education, while attracting private sector investment for large-scale capital projects like roads, bridges, housing, and energy.
A New Era for Zambia’s Infrastructure?
As Zambia looks to unlock economic growth, fostering strategic partnerships with private investors could be the key to addressing infrastructure deficits. The Egyptian model proves that innovative financing, coupled with strong governance and economic policies, can accelerate development without overburdening national budgets.
