The Zambia Centre for Interparty Dialogue (ZCID) has welcomed the announcement that the much-anticipated Public Gatherings Bill, set to replace the controversial Public Order Act, is now ready for submission to Cabinet. This development, confirmed by Minister of Home Affairs and Internal Security, Hon. Jack Mwiimbu, is being hailed as a progressive step toward safeguarding democratic rights and political freedoms in Zambia.
For years, the Public Order Act has been a contentious issue, often criticized for its restrictive nature and inconsistent enforcement across political stakeholders. Political parties and civil society organizations have repeatedly raised concerns about its potential to stifle political participation. The introduction of the Public Gatherings Bill offers renewed hope for a more inclusive and democratic political landscape, particularly as Zambia gears up for the 2026 General Elections.
ZCID has called on the government to ensure that the Bill provides a fair, transparent, and balanced legal framework for public gatherings. The organization emphasizes that the new law must unequivocally protect the rights of all citizens and political actors to assemble, engage, and contribute to national discourse without undue restrictions or selective application.
“We commend the consultative process undertaken in the review of this legislation and trust that the inputs from various stakeholders will be meaningfully reflected in the final Bill,” said Doreen Njovu-Kabwe, Executive Director of ZCID.
With the 2026 elections on the horizon, the passage of a well-balanced Public Gatherings Bill will be instrumental in boosting public confidence in Zambia’s democratic institutions. ZCID is urging all relevant stakeholders, including civil society organizations, political parties, and the general public, to remain engaged in the legislative process to ensure that the Bill truly upholds democratic principles, political tolerance, and respect for fundamental freedoms.
As the country moves towards enacting this landmark legislation, ZCID encourages all Zambians to stay informed, participate in discussions, and hold leaders accountable to ensure that the final law reflects the collective aspirations for a just and democratic society.
