A renowned Zambian economist and scholar, Dr. Kelvin Kamayoyo has supported the reasoning by Mr. Dickson Jere a Lusaka Based Lawyer thus;”to expand that category of “Official Funeral” beneficiaries to include people from academia, sports, arts and music.” Dickson’s proposal to include academia, sports, arts and music personalities on the list of potential beneficiaries under the Official Funeral facility is timely and sensitive to the achievements of the concerned individual(s).
Mr. Wesley Chibambo aka Dandy Krazy died on 2nd January, 2024 at the age of 47 in UTH, Lusaka after a fatal road traffic accident along great north road. Dandy Krazy may be considered for an Official Funeral persuaded by the “rule of reason doctrine” induced by his demonstrated unique talent, charismatic and notable contribution towards transforming the music industry in Zambia. Additionally, Dandy Krazy was on 24th October, 2011 recognized for his unique talent and awarded by former Republican President, Michael Chilufya Sata (late), with the “Grand Commander of The Order of Freedom.”
Withal, electing to agree with Dickson’s proposal and reasoning does not necessarily make him superciliousness. Conversely, when someone has timely and ably brought out an issue the best reward society should do is to congratulate such a person and desist from entertaining futile debates. l, therefore wish to support Dickson that Dandy Krazy deserves an Official Funeral and not a State Funeral.
Not uncommon whenever the principle of “discretion” is applied in such instances, instinctively the principle of “policy flexibility” and the “rule of reason doctrine” do set in mainly to authenticate any desired decision. Disckson is right to elect for Official Funeral as opposed to State Funeral because the latter is largely influenced by the principle of “outright” that would undeniably require strict adherence to the established norms.
At this crucial and sorrow moment, I wish to join Dickson and several other people who have appealed for granting Dandy Krazy an “Official Funeral” on the basis of utilizing the “discretion” window associated with the funeral categorization. Notwithstanding, granting Dandy Krazy an Official Funeral will greatly enable the many Zambians across the country to mourn him and rekindle their myriad emotional memories anchored on his influential songs.
