Transportation plays a crucial role in achieving business objectives, regardless of the industry. While some companies outsource their transportation needs, others invest in their own fleet of vehicles. Fuel management, particularly in regions where cash transactions and manned service stations are prevalent, has been significantly impacted by fraudulent activities and corruption. Below are some common methods of fuel smart card fraud and strategies to mitigate these risks.

Common Types of Fuel Smart Card Fraud

  1. Fraudulent Cash-Back
    In this scheme, a driver colludes with a fuel attendant to process a fuel transaction on the smart card, but instead of dispensing fuel, the attendant provides cash equivalent to the transaction amount.
  2. Rapid Refuelling
    This involves drivers processing fuel amounts exceeding the vehicle’s tank capacity. Often, this fraud entails visits to multiple service stations to conduct excessive refuelling transactions.

Mitigation Strategies

Organizations incur significant financial losses due to fuel smart card fraud, impacting the overall cost of doing business. Here are several measures to mitigate such fraudulent activities:

  1. Designate Responsible Personnel
    Assign a dedicated individual to oversee the motor vehicles, ensuring they monitor the start and end of the mileage for each trip.
  2. Implement a Comprehensive Policy
    Develop and enforce a policy outlining the offenses related to fuel smart card abuse, along with clear guidelines and consequences for violations.
  3. Utilize Trip Logs
    Maintain detailed trip logs that include the driver’s name and signature, ensuring accountability and traceability of all fuel transactions.
  4. Install Vehicle Tracking Systems
    Consider the installation of GPS tracking systems in all vehicles to monitor routes and fuel usage, providing an additional layer of oversight.
  5. Build Relationships with Fuel Providers
    Establish connections with the managers or owners of preferred fuel stations to foster a trusted network and deter fraudulent activities.
  6. Leverage Advanced Fuel Smart Card Features
    Fuel smart cards often come with additional control features, such as a screen chip to verify the presence of the vehicle. Engage with your provider to obtain and utilize features that best suit your operational needs. These advanced features can significantly enhance security and control over fuel transactions.
  7. Invite an anti- fraud professional to give awareness to your employees and advice on best practices.
