ZICA recognizes the positive intention behind the increase in CDF allocation

ZICA President Yande Siame Mwenye recognizes the significance of enhancing community engagement in project planning and the ultimate execution of all Constituency Development Fund (CDF) initiatives.

During the 2023 Quarterly briefing in Lusaka, Mrs. Mwenye addressed the media and emphasized her institution’s recognition of the positive intention behind the increased CDF allocation to Constituencies. She also highlighted the economic impact these funds have at the local level. However, she stressed the importance of resolving the challenges related to the disbursement of these funds, project implementation, and monitoring nationwide.

The President of the Zambia Institute of Chartered Accountants emphasizes that the absence of a professional framework for CDF programs or project management results in inadequate coordination and alignment with the integrated development plans of multiple municipalities, as well as the 8 National Development Plan – 8NDP.

According to Mrs. Mwenye, the absence of capacity building in the project identification and prioritization process for Constituencies is a major concern. She emphasizes the significance of enhancing the capacities of local authorities and Constituencies to ensure the successful implementation of CDF programs.

She has emphasized the importance of investigating and taking action on these matters in order to create a conducive environment that can effectively support the goals of the decentralization policy.
