Civil Society Groups Call for End to Political Interference in CDF Implementation

Civil society groups, including the Jesuit Center for Theological Reflection (JCTR), are urging an end to political meddling in the implementation of the Constituency Development Fund (CDF). The CDF is a government initiative aimed at promoting community development by allocating funds to each constituency for various projects. However, political interference has been a persistent issue, with politicians using the funds for their own gain rather than for the benefit of the community. The JCTR and other civil society groups are advocating for transparency and accountability in the implementation of the CDF.

The involvement of District Commissioners in the CDF process has raised concerns about potential negative effects if left unchecked. The Joint Country Programme (JCTR) has expressed concern about this trend and is urging for greater transparency and accountability in the implementation of the CDF.

According to Gibson Chilyobwe, the Monitoring and Evaluation Officer and Child Safeguarding Focal Person at JCTR, political interference is causing significant delays in the completion of community projects in various constituencies. Evidence gathered through JCTR’s project on CDF accountability supports this claim. It is important to address this issue in order to ensure that community projects are completed in a timely and effective manner.

A recent study conducted under the CDF accountability project has revealed that certain community projects approved in the 2022 CDF cycle have not been completed, and others have not even started as of March 2023, despite the Ministry of Finance releasing funds to local authorities. Mr. Chilyobwe has disclosed these findings, highlighting the need for transparency and accountability in the allocation and use of CDF funds.

JCTR is calling on the government to take action to address this issue and ensure that all stakeholders adhere strictly to the CDF guidelines. This includes strengthening accountability mechanisms to hold politicians and local authorities accountable for any misuse of CDF funds. JCTR emphasizes the importance of transparency and accountability in the management of public funds.
