The Civil Society Organisation Decentralization Alliance Network has called on President Hakainde Hichilema to make the necessary changes at the Ministry of Local Government and Rural Development and bring in people who will help him implement the decentralization policy.

The Network Interim National Coordinator George Chimembe says implementation of the decentralization policy through the Constituency Development Fund is likely to fail because of the inertia at the Ministry.

Mr. Chimembe says ultimatums that have been given by the Head of State to address the problems have elapsed and the bottlenecks hindering the successful implementation of the CDF have persisted.

He has regretted that Zambians have been unable to access the funds despite several pronouncements made and this is posing a threat to the successful implementation of various developmental programmes.
